When people talk about outbound vs inbound liquidity, does that still need to be maintained on Phoenix LN Wallet?

Thanks, so since Phoenix runs it I don’t have to worry about the channels, they will take care of it.
Yes. They do all channel management. You can go to settings > Payment channel to see all the open channels.
