It is also possible. But it is more complex. And the public IP is not yours, it is from the operator, and it will change periodically. If you define very strict rules on your router you will not have any major problems. One option that may be of interest is Umbrel. It comes with everything ready.

Do you mean by the "operator" my ISP? In this case it is my actual IP address and I know it is changing, but I don't want to open any port on my firewall. That's why I want to set it up through TOR because that can be run through my always-on VPN.

Use Tor then. Umbrel has the option to use Tor.

You must open the port used in Tor on your internet router.

For other Tor services you don't need to open ports. It is working like a VPN.
