Hashtags function as a means to increase reach - but in a resolution where any topic can be a hashtag, you're shouting in the void. Hashtags can work in a focused collection of ideas surrounding similar themes, but not through the firehose of ephemeral conversations.
Even there, editable labels (that anyone of the community can add) are a better fit.
