This is going to be a reasonably heavy lift as I need to map my understanding of health domain requirements to infrastructure requirements a la #nostr and NIP-82. Fortunately, I have nostr:npub1gcxzte5zlkncx26j68ez60fzkvtkm9e0vrwdcvsjakxf9mu9qewqlfnj5z ‘s guiding hand on this effort.

While I’m not sure I’m willing to admit that refraction measurements of the eye are medical to the point of it making sense to require a prescription for eyeglasses, I like the idea you are going after.
My bias is against scam artists called optometrists sucking value out of society by making it unlawful to sell lenses to people without their approval. Unless it’s reading glasses in which case they dgaf.
Is that the optometrist doing or the lawmakers doing? I get that optometrist fund lobbyist but if the government didn't offer such power the optometry lobbyist probably would not exist.
The violence required to prevent economic interactions for mutual benefit between citizens can only lawfully come from government.

Any idiot can try on different powers of eyeglasses till they can see right. They even make trial lens holders to help one find their best spherical as well as cylinder/axis correction on eBay for $300.
Of course, the problem is the ones that weld the power to make it lawful/unlawful. Given an opportunity to game the system any business or organization will game the system for an advantage. The problem is not the ones gaming the game, it's the ones that get to arbitrarily write the rules as they please. Other than that I agree with you.
Poor people go to court and lose.

Elites write the laws so their crimes are not illegal.
