I'd recommend buying a new in box bootloader unlocked Pixel 6 or newer. If you're not buying directly from Google it can be a crap shoot as to if it's truly bootloader unlocked or just carrier unlocked. Load the OS yourself, it's pretty easy to do now with Graphene's WebUSB installer.

Is there any security difference between new and refurbished? Assuming both are unlocked and will be wiped and flashed with GOS?

Take your fiat to Best Buy and get an unlocked pixel. Flash it yourself.
Buy a brand new pixel and load the new operating system yourself. I promise it’s not hard. There are many YouTube tutorials and excellent documentation on their website. While you can buy a pixel with graphene preloaded you ultimately have to trust they aren’t trying to rug or spy on you and didn’t do it maliciously. Which they probably did tbh.
Personally I would run an iPhone in lockdown mode with a VPN before I bought a preloaded graphene phone. A preloaded phone is just highly suspect.
