I've watched the entire ~4-minute video and he doesn't mention anything about "disabling" computers, or even anything related to people sharing "non-mainstream content".

I hate MS as much as the next nerd but this is clearly fake news from some fake website.

Exactly. Bill Gates hasn't been directly involved in anything MS does for years.
