Maybe they seized a signing device which they can't read the key off of, or they destroyed all usable copies of the private key in the process of seizing the public key.

The guy it was seized from claims he wrote the private keys on a piece of paper, which he stored in a case in his garage. This was stolen or thrown out, he says.
