If government does not figure out how to reduce itself via lay-offs and technology, tax burdens will force the net productive to leave those jurisdictions.

I agree! Chicago feels like a home to me and sad that communists and socialists are running it! Maybe I will consider to move somewhere else in the future 🤷♂️
People are always relocating especially productive people who have few reasons to stay stationary.
They will debase the currency to avoid default, austerity & raising taxes (which doesn't work for long).
Few people have the ability to leave a jurisdiction with their wealth in their head.
