If it's going to use a bounty system it needs to be smaller, more clearly defined features with smaller amounts associated. This would make it possible for people to realize value in less time on both sides of the money, as well as make it more possible to work in parallel. Unless there's some company out there with idle staff to dedicate to a large bounty I don't think you'll get the product you want as stated.
