El Salvador not really stacking?

Notice the phrasing "total amount of Bitcoin held across all government-owned wallets remains unchanged"

El Salvador only has disclosed the holdings of one wallet. This leads credence to the theory El Salvador is just sending bitcoin from one wallet to another.
