It's an interesting way of solving the "we messed up our housing supply to the point that low end healthcare workers can't afford housing" problem.
But yeah, those roles admittedly skew Southeast Asian/Hispanic/Black/Native American, but $25/hr is nothing when the in the Bay Area, the tech guys (that still have jobs) are making $150K a year. My friend turned down a job managing a Regiobahn line there because $150K and being de facto on call 24/7 was detrimental to reducing his stress, and the pay wasn't enough to buy a house close to work there.
