1) What does "Broadcast note" mean?

2) How/To whom is it broadcasted?

3) When doing it, why do I get an error message (on nostr:npub12vkcxr0luzwp8e673v29eqjhrr7p9vqq8asav85swaepclllj09sylpugg desktop)?
