While I can agree that there is no evidence suggesting that the absence of authority would automatically lead to chaos, I believe it's important to also recognize the role that governance plays in ensuring individuals and communities are protected from harmful forces.
Complete freedom, while attractive in theory, requires a great deal of trust between people and some level of cooperation to maintain any kind of civilization. If we lived in a utopia where everyone strictly observed moral principles predicting how other folks will react beside you all te time (&assimilating not just legality but morality) then complete freedom might - emphasis on might - be achievable without outside mediation.
