Even if it was a government entity to roll out the digital age… I feel like it was strategic to the point where natural selection of the smartest and good willed minds are the early adopters .. for the most part. And enriching those individuals will have the best impact on society. The fact that corruption is running rampant right now almost seems like they know they are running out of time to do what they’ve been doing for years.
