i'm quite intimately familiar with LND and the protocol's operation, it's quite real
stuck payments are a consequence of one of its design weaknesses, the creation of paths by receivers/senders - because literally when you go to pay it, only one of the hops has to be busy or down and it doesn't get across, and in some cases that can cause it to get stuck for days
