Recently I've observed Windows Explorer hanging unrecoverably when I plug an old HDD in via USB.

Firstly, a faulty storage medium should *never* hang an OS, idc what excuses and explanations you have.

Secondly, mmc.exe is the culprit process. It's beyond Admin control so couldn't I kill it.
