That’s more what I’m asking though - how do you get around having one issued? Is it something you can decline or is it more of a “civil disobedience” thing?

You only need one when you start paying taxes or if you plan on participating in state welfare/unemployment etc. Your parents normally apply for one on your behalf right from the hospital tho.
