I’d place it a little later with the successful coup that replaced the Articles of Confederation with the predecessor to the present Constitution which was different prior to The Recent Unpleasantness because in theory states could leave. I’d argue that was and is the correct interpretation but realpolitik being what it is there was no way the courts were going to rule that after all the money and blood spent to force states back in.
