Adding multiple tamper proof security measures is equal to hashing all leaves of the merkle tree all the way down to the root. Necessary, crucial, normal. The package was opened, the envelope containing the CC was opened, the plastic bag with the CC inside appears uncompromised but who knows. The boot will show if the card is truly uncompromised.

I say it: Don't trust, verify ✌️

All possible security measures are 100% necessary. If it can be secured, it needs to be secured. If it is not secured, it will be exploited.
