5. By using own old planning files and designed telegram messages create reports, submit reports to Congress, ask for funds, get billions from taxpayers,

6. Throw some on neighborhood boys, tell them to disappear, or bomb them if want to test new weapons, mission successful, mission end, billions in pocket.
