Mine is definitely not as popular as the damus relay, but could you check if wss://nostr.oxtr.dev is banned? Is there a way for me to check this myself without having to bother people living in China?

Wouldn’t surprise me if they just blocked all/most of nostr.watch. I used to think it was more intelligent than that but I’ve had other projects (not nostr) blocked on one URL but not the other for years 🤷♂️
