Problem: flamebucket rocket doesn't have its own problem tracker

It's really difficult to parse and reason about problems when they are in the spaceman problem tracker because there are so many problems etc.

Solution: create a problem tracker view that only shows problems that are in the critical path towards more people using flamebucket relays.

Problem: oxygen doesn't build and deploy to github pages

Oxygen currently has to be built and run locally.

Solution: set up the repo for github pages and all that CI stuff to deploy on merge.
