Yes. I think this is a fundamental problem and probably rebellion against unrelenting and unreasonable fascist rule will be the only remedy unfortunately. If the governance is wise they will stop just short of oppression that results in revolt. People will suffer for ages under draconian rule as long as subsistence is reasonably tenable.

"I can help your elite faction steal from other elite factions" is 50% of national-level politics already.
