Gotham is corrupted to its core, with politicians, police, and the mob all entwined. Superman isn't equipped to function in such an environment, but Batman is.
Superman is more like a firefighter. When a crisis occurs, he shows up, handles it, saves lives, and then moves on to the next emergency. This works well in Metropolis but only scratches the surface in Gotham’s criminal landscape.
