This is for certain cases like if relays want to request some user to do PoW because of users suspicious behavior (indicated to spam)? By default it is not PoW, right?

I remember #[3] request this to #[2]

looks like I can't access some notes here like: #[5]

yes I am playing with pow and requiring pow from big spammers but it is just arbitrary numbers at this point. need a lot of tweaking.

I think you need to discuss this more with #[5] and #[4] . It seems related much with your vision.

Btw, thank you for zaps, you probably need to send more zaps for Vitor and MaxMoney :)
