This is the definition of a Rube Goldberg machine - it's an over-complicated solution for a simple problem. The same can be achieved by automatic filling machine with a straw/hose that reaches the bottom of normal cups/glasses. It can be achieved even more cheaply by yelling at your bar-tender.
