they’re supposed to look like rain boots so the glossier the better. i have regular old mod podge but i find that kind of sticks to itself and deforms itself a bit?

Maybe try floor or stair varnish? Is as glossy as you can get. I use this for Christmas decorations and have never had any trouble fitting partially flexible materials around them.
