all states have their own laws and people in general do what they want
here at one of 100+ beaches, this was weeks ago. today and all week it is packed because of semana santa:

you can go to any other of the 100+ beaches and find many completely empty ones. only go 20 minutes by car. this is in the city walking distance. and also in the city about 10 different beaches, some small some large, some for kids, some for volleyball and sports. very cool and entertaining
