I was looking for a different quote to reply somewhere, but this came into picture instead. When I heard it first, I felt like, hmm, this is one quote that worth thinking about.

it's not literal IMO.
i think it is pointing to incompetence and means incompetents shouldn't be choosing leaders.
anyone can lead a small group of people if they try, and are willing to learn. so, people who aren't willing to make an effort shouldn't be leaders.
that was my take when i saw it.
