The answer is CBDC, but what was the question?
They already know what they want to force on everyone, just not how to convince anyone.
Rest assured, they'll make things worse for the plebs and remain claiming that "ze didzjital yeuroow" is the answer.
Perhaps this hammering on CBDC will convince most eventually, and this is all you need, a majority vote in a "democracy", and then most of everyone in the EU will be proper F'd.
