John Oliver actually considers the arbitrariness of the enforcement of regulations to be a defense of Chevron Deference (the recently overturned court doctrine which had effectively hamstrung a defendant from challenging a regulatory agency's interpretation of a law)... He later offers a plea to "elect people who value ... the Rule of Law". 🙄
