That's exactly it. Producing something still requires you to pay a carbon tax, therefore the cost will be applied to consumers anyway.

Carney said in an interview, a few weeks ago, that it wouldn't apply to consumers because "when was the last time any regular person bought steel?".

A narrative I've been hearing in the media and seeing a lot on Reddit is that the carbon tax is still needed, because if we don't have it Europe will tariff our exports.
