Unfortunately I don't think you can combat surveillance with code at the end of the day. Brute force can always sqash out clever tech... unless a cogent political movement is attached

Tech is always steps ahead of regulation.
Early-adopters and the sufficiently-motivated stay ahead of regulation, much of the time.
But governments can usually stay ahead of the normie herd.

Truu but it tends to be a game of cat and mouse where the mouse either finds a dark little corner where no one notices it or gets eaten. The TOR network for instance works great for a little extra personal protection but it did nothing to slow the monopolization of the internet and subsequently all our personal data. The niche tools are there fs, but I have in mind the status quo for the average human.
