The stream has been butter smooth using OBS on Windows with QSV x264 hardware acceleration working.

Definitely need to get the QSV drivers for Linux on my main laptop, works extremely well for streaming video at a decent bit rate without making the fans go mad.

It does result in larger file sizes, but not a massive difference in this use case, that matters more when you're transcoding a video to store.
