How can I pay some sats to call a number in NZ? My telco wants about 1000sat/min, so they'd probably charge more for this one 30min. call than all the rest I pay monthly.

Google voice offers a cheap long distance alternative, in fiat.
Not in Germany. Or is my account Chilean? Either way, WTH? 
Ended up using Talk360. No idea if they'll cash in on the credit card number I had to spell out using their service and Skype was cheaper but audio was excellent.
