Yes it has smart contract. I have some via audius.co which is a major disappointment (sad, could have been good). Don't take my word for it; wouldn't call myself an expert in it, but from what I've seen this gif sums it up very well.
According to what i think i know, it's a blockchain version of a loan. So basically you collateralize either sol or a stablecoin with Bitcoin or crypto. But i don't know much about it anymore, i don't know if the interest rates are different and i don't know why in the ef you would ever want someone to lend you shitcoins. DYOR.
