Seems like a win for freedom, letting people cross the road anywhere when they personally think it's safe.

As long as drivers don't get penalized for running jaywalkers over 😬

Obviously, if either the pedestrian or the driver does something stupid, the other party should not be held to blame. However, even in places where jaywalking is illegal, a driver who strikes a pedestrian is at fault if the driver could reasonably have stopped. This is the legal principle of last clear chance: whoever has the last clear chance to avoid harm is ultimately responsible for doing so.
