Laying out and weighing down heavy silage tarps/thick black plastic tight to the surface of the ground and leaving in place will result in a clear area where the vegetation has been decomposed and much of surface weed seed germinated and killed. Burning or cut small holes to plant in that following first year will help ensure a clean bed on the second year when little soil disturbance has occurred. The less weed seeds you bring up the better. Getting a rotation of shallow cover crops like clover and mustard to dead kill in the winter would be great to include.
