Stalin wasn't a lone wizard wielding the power of terror. In many ways the purges were an expression of younger communist careerists eager to get rid of Trotskyist, Zinovite and Bukharinist veterans so that they could rise in the ranks, and also show loyalty. The so-called terror from below. Putin has no below under him.

Stalin’s terror needed mass consent, but it appears to have been taken up by more than careerists. Russian society was part of the terror.

Certainly terror is Putin’s direction of travel and a project of the right in Russia, the late prophet Prigozhin spoke of the need to be “more like North Korea”

I am convinced that Putin will be able to replicate it. More importantly, Russians are convinced that he will be able to replicate it.
