Yes for the most part. You queue for dungeons and get matched or you make your own parties and fill in the gaps with others. A lot of the time, if you're in a good guild, you can play with people you're at least familiar with by name.

There is an option to only run dungeons with bots as your party, but it's not as fun.

It really is. And for hardcore raids, you can put up an ad saying you want to form a party of serious people to run it.
