This is where they backdoor encryption... despite this idea being voted down multiple times already.

self-host XMPP and give credentials to your friends. When India banned encryption, Matrix element, and all the other popular ones were blocked from app stores... but not XMPP

Depends on what country you are in. Probably there are more local petitions in the local language, or the prime minister's office probably has public emails or numbers
