It might be. It depends on how big the file is. Forbidden generally means the server is not allowing you to use it for this upload.

It worked for me, but I donwloaded from this post, so nostrpic might have changed something that became acceptable to nostr.build

No, downloading this one, and changing server to nostr.buiod, does not accept. But since I have already more than 4000 notes, I think your first comment might be correct.
You can try creating a new blank account on the app upload as that account to see if there is something blocking your specific user.
Make sure to use the same file that had the problem before.
I tried different files. But I wil follow your steps, and try with this specific file. I am probably using a lot of space. I am here for like 9 months, and I uploaded a lot of pics...I have 4700 notes, and if not all, almost all have pics....I will test it.
