If mempool and blocks were empty (they’re not) there are still trillions in UTXOs being hodl’d and secured by each block. Saving in sats is using bitcoin and provides an incentive to secure the network outside of block subsidy and tx’s fees.

There are huge amounts of Lightning tx’s that are enabled with “dormant” UTXO’s too.

There doesn’t need to be massive pending tx’s for Bitcoin’s incentives to work.

BTW, right now there are 17,306 tx’s in the mempool and over 9 million sats in pending fees. 9 million sats at a BTC purchasing power of 10,000,000 USD is > $900,000. That is almost triple the purchasing power of the 3.125 BTC block reward today.
