No, lnd is what takes care of the self custody part. What I shares implements Nostr Wallet Connect, which is a standard to be able to use your LN wallet through nostr using relays. This enables things like 1-tap-zaps, among other use cases.
This means me crying at instructions cause I know I'll screw something up. -_-

When tried to run it, it just hangs. No URI produced...can additional logging be turned on?

Yes, that provides the URI..Encoding it into QR via 'qrencode' and adding it via Mutiny throws error: "Invalid payment request"
You're not supposed to add that URI to mutiny, that is a different wallet. You're supposed to add it a nostr client that supports NWC such as #amethyst or nostrudel
