the law allows for up to 1 year age difference between boy and girl.

but boys reach puberty 1 year later ON AVERAGE.

that means on average when a girl reaches puberty ONLY HALF of the boys 1 year older than her have reached puberty.

in more rare cases girls can reach puberty as early as 8 and boys as late as 14 which would put them 6 years apart in age but only up to 1 year of age difference is legally allowed

not to mention that girls of all ages prefer men around age 30 or so and men of all ages prefer girls around 15 or so
