Then why do they need to remove the filter on OP_RETURN if it’s “not working”?

So which is it? Are filters working or not? If they are not working, why remove the filter on OP_RETURN? It’s an obvious contradiction. Why are spammers not using OP_RETURN now, when the filter is in place? Following the initial logic, it should be trivial for them to bypass the filter and include larger data than the 83 bytes.
