Do topical relays make more sense than a Community/Group on a client geared towards that like #satellite 🛰️ ? 🤔 (I genuinely don't know the answer to this, like anything I talk about here lol)

100% make more sense.
A community is but one use case of everything that can happen in nostr.
The difference is that with topic-based relays you could use all your existing clients for the different things within the context of that topic.
Middle-East microblogging
Middle-East long-form content
Middle-East communities
Middle-East highlights
You could even have a specific profile data for your npub (same npub!) that focuses on the stuff related to your persona within the "Middle-East" topic.
Say I make a ⚽️ relay.
Someone brings in the current thing, which is verboten on the ⚽️ relay. How do I handle?
Manually delete non ⚽️ posts? Ban repeat current thing posters?
https://nostr1.com has tools to get a topic specific relay started. You can blacklist or whitelist specific words and profiles as well as remove content manually. I used these tools to start the Christian relay wss://christpill.nostr1.com that simply uses a whitelist of words such as Jesus, Lord, etc.
it could be that topic relays may want to build their own unique client ux that only allows specific interactions to help shape the community experience and outcomes
