how does nip24 work? do both users have to have it activated to receive eachothers' nip24 dm msg bc that's what's seem to be happening rn (missing dms in chat, we're both using #amethyst)

dunno about nips but nostr DMs are pretty unreliable in my experience… avoid if possible
