Schumer/the Democrats are making substantive decisions on the constitutionality of the House's impeachment charges without debate.  The majority is simply asserting they are insufficient and voting to dismiss them without anything more.  This is a complete abomination that does permanent damage to the purpose of impeachment, and it is being done without any precedential or actual constitutional bases or authorities.
