By any app, you mean also no Nostr apps?

Asking because it's actually my question, can NWC be used for apps that don't use Nostr protocol, for example messaging apps?

Yes, NWC can be used for any app.

It uses Nostr as backend for communication between the wallet and app, but the user does not need to have Nostr keys to use it
